The U.S. Department of Veterans Affairs has hired Cullinan Government Solutions, a division of Cullinan Properties, Ltd., to develop, own and lease to the VA a new 256,000-square-foot VA Multi-Specialty Outpatient Clinic in Copperas Cove, Texas, near Fort Hood.
The project team includes architecture and design firm Leo A Daly; general contractor Hoar Construction; civil engineer Westwood Professional Services; and property management firm Lincoln Property Company.
Site work has commenced, and the Central Texas Veterans Health Care System will host a groundbreaking ceremony on Thursday, October 8, 2026, at 10 a.m. at 552 Robert Griffin III Blvd., Copperas Cove, TX 76522. Veterans, their families, and caregivers are invited to attend. The clinic is scheduled for completion in September 2028, with the first patients expected to be seen in January 2029.
The new two-story clinic will offer Veterans a full range of services, including a Women’s clinic, imaging, dental, endoscopy, primary care, social work, dermatology and cardiology. The expanded space will accommodate more Veterans and improve appointment times and is positioned to serve up to 250,000 Veterans across the growing Central Texas region.
Cullinan Properties has more than 40 years’ experience as a commercial mixed-use, governmental, multi-family and medical office development experience. In addition to building numerous medical office facilities throughout the Midwest, the company also has experience working with the Department of Veterans Affairs and General Services Administration, having developed the 150,000 square foot, award-winning, Tampa VA Mental Health Center in located in Temple Terrace, FL, which opened in 2023, and the 275,000 square foot Austin VA Outpatient Clinic located in Austin, TX, which opened in 2013. The company also developed the 21,000 square foot McLean County VA Outpatient Clinic in Bloomington, IL and Peoria IL VET Center in Peoria, IL, as well as numerous GSA offices.
