Mandel Group wraps financing, purchase of Wauwatosa parking lot for new housing development

Mandel Group Inc. completed the financing and purchase of the City of Wauwatosa, Wisconsin, municipal parking lot fronting on Wauwatosa Avenue in the Village for public/private development incorporating new housing and public parking facilities. 

Preparations are nearly complete to start construction on Harlow & Hem Apartments, a 157-unit luxury residential community in the heart of Wauwatosa’s historic Village District.  The development will transform one of the last large, underutilized parcels in The Village into a vibrant development activating what is currently a multi-tiered asphalt parking lot owned by the City of Wauwatosa.  Substantial completion is anticipated in Summer 2027.

Harlow & Hem will incorporate 94 public parking spaces to replace parking currently accommodated on the surface parking lot. On the floors above, apartments will feature a mix of spacious studio, one-, two-, and three-bedroom layouts, with monthly rents estimated to begin at $1,500 for studios and $3,400 for three-bedroom residences.  The property will feature a mix of lifestyle-driven amenities for residents and a prime walkable location within blocks of Hart Park, the Oak Leaf Trail, and more than 100 local restaurants and boutiques. The lobby, located at the corner of Wauwatosa Avenue and Blanchard Street, is only 100 feet from State Street.

Wauwatosa has emerged as one of the Milwaukee metro’s most desirable residential markets, combining high-quality schools, strong employment opportunities, proximity to the Milwaukee Regional Medical Center, and a vibrant cultural scene.  By adding new homes and convenient parking, Harlow & Hem will contribute to the ongoing vitality of the Tosa Village, supporting local businesses and reinforcing the Village’s walkable, connected lifestyle.

Harlow & Hem was made possible through the support of the City of Wauwatosa.  Mandel Group was selected as a result of a competitive request for proposals issued by the City in 2021.  Financing was provided by Town Bank.  The project team includes Continuum Architects and Greenfire Construction Management Services.
