Sullivan Development, LLC is set to break ground in Winamac, Indiana, on Willow creek Villas, the first affordable housing project in Pulaski County that will be available for residents of all ages.

The Willow Creek Villas project started construction in December 2024 with completion anticipated for late 2025.

The project will include 34 units across five buildings, with an estimated total project cost of approximately $9.9 million. The Indiana Housing and Community Development Authority awarded Tax Credits through the 2024 Rental Housing Tax Credit (RHTC) General Set-Aside, enabling the realization of this important initiative.  Acknowledging the critical need for additional housing, support from both the County and the Town of Winamac was instrumental in pushing this development forward.

What sets Willow Creek Villas apart is its strategic location, offering residents optimal access to jobs and amenities. Situated within walking distance of a shopping plaza and the largest grocery store in the county, Sanders Foods, residents will have convenient access to essential services and facilities, including fast-food restaurants, banks, a community center, and medical facilities.

The project is made possible through collaboration with key local partners, including; Brad Zellers, Winamac Town Manager; Nathan Origer, Executive Director of the Pulaski County Community Development Commission; Charles R. Mellon, Jr., President, Pulaski County Board of Commissioners; and service partners Community Foundation of Pulaski County and PEAK Community Services.
